ECONOMY
Cut, Cap, and Balance
CUT: The federal government must cut spending in order to reduce the tax burden on American families and businesses, so that the economy can grow and create new jobs for the next generation.
CAP: Enforceable, permanent spending caps are necessary to end the out-of-control deficit spending that is siphoning wealth from the private sector and bankrupting our children and grandchildren.
BALANCE: An amendment to the US Constitution that requires the federal government to balance its revenue and expenses and that requires a two-thirds vote for any tax increase is crucial to ensuring future economic prosperity and stability.
More Jobs
Private sector jobs are created by promoting a stable, laissez-faire economic environment for business. This environment will boost investment by cutting taxes permanently, eliminating excessive government regulation and through a disciplined monetary policy. More investment will support more real jobs and allow out-of-work Americans to come back to the workforce and provide for their own happiness.
Less Regulation
Many leftists and statists complain about the failure of modern capitalism, but with the heavy regulatory burden businesses of all sizes now face, what we have is hardly a laissez-faire market. The failure of today’s economy is a government failure, not a market failure. There are trillions of dollars of investments sitting on the sidelines of our economy because the cost of doing business has skyrocketed through heavy and constantly changing regulation. Carl supports going back to an economy where government is regulated and businesses are free.
Fewer Taxes
Carl Wimmer supports a fair or flat tax over the system we have now. Right now our tax code only does two things effectively, it burdens small businesses and it redistributes wealth. As Congressman, Carl will support a balanced budget amendment that also requires a ⅔ super-majority of Congress to pass any tax increase.
STATE SOVEREIGNTY
Federal Land
Carl knows Utah, not the federal government, is best suited to manage our own land. Close to 70% of Utah’s land has been unconstitutionally seized by the federal government. This prevents Utah’s families from enjoying and working on that land and prevents the state from collecting taxes on the land - taxes that would go directly toward education. This federal grip not only hurts families and children, but it locks up our land, halts domestic energy production, kills jobs and stifles our economy. As our Congressman, Carl will push to enact meaningful legislation and encourage local officials to file lawsuits to fight to reclaim what is rightfully ours.
Education
Education is Utah’s responsibility. The federal government has no constitutional role in education. Carl believes decisions about our children’s education are best made locally, by parents and teachers. Right now Washington politicians take education money from Utahns and then tell us that they will only give it back if we spend it how they see fit. Carl believes that we know how to educate our children better than Washington bureaucrats. As Congressman, Carl will be adamant about repealing “No Child Left Behind” which has robbed Utahns of education funding and of the right to make our own desicions on education. He will vigorously fight to return powers over education usurped by the federal government to the states.
Repeal Amendment
For over a century now, the federal government has ruthlessly and continuously stolen power from the states in an attempt to destroy the balance of power in America. With their new-found powers, they have done nothing but try to turn America into a nanny state. Carl will not stand idly by as the federal government gradually assumes the roles of state governments and walks us down the path toward socialism. Carl knows the best way to stop their power grab is to give states the tools they need to fight back, such as a Repeal Amendment to the constitution. This will make state nullification explicit by creating a constitutional mechanism that would allow two-thirds of the state legislatures to vote to repeal any federal law. This amendment will allow states to begin the process of taking back power from the federal government and stopping obvious encroachments, such as ObamaCare, on our rights.
ENTITLEMENTS
ObamaCare
As a state representative it was Carl’s landmark legislation and refusal to allow the federal government to force ObamaCare on us which gave Utah and all other states standing with the federal courts to sue over the constitutionality of this intrusive legislation. It is not within the government’s power to force Americans to buy health insurance - period. Carl will work to de-fund and eliminate ObamaCare. He encourages free-market principles, such as unrestricted competition across state borders, to drive down the cost of health care through robust competition and innovation.
Spending
The founding fathers believed in personal responsibility and private charity - not federal responsibility and forced charity. Right now the federal government takes our money for entitlements and then will only return it if we agree to participate in their one-size-fits-all bureaucratic programs that are bankrupting our country. Carl Wimmer will work to ensure we keep the commitments we have already made and send these programs and their tax revenue back to the individuals and states with no strings attached. Congress will just have to learn to live without the ability to buy off entire voting blocks through government handouts.
NATIONAL
National Defense
Providing for the common defense is a proper and constitutional role of our federal government. War is not only costly because of the lives and capital destroyed but also because of the economic toll it takes on warring nations. To prevent war we must have a strong military, and we must promote free trade. When we increase the size of our military, we increase the cost to other nations of interfering with Americans and their interests, both foreign and domestic. Another way to increase costs to other nations of harming Americans at home and abroad is to increase valuable trade between our countries.
Energy Independence
The innovative and resourceful nature of Americans, along with our bountiful natural resources, will allow the United States to become energy independent. In America, entrepreneurs and innovators are bound by government regulation and misdirected by federal subsidies. Carl will vote to unlock America’s oil and coal rich lands for drilling and mining to free us of our dependence on dictatorial trade cartels.
IMMIGRATION
A leading conservative economist, Milton Friedman, was a supporter of the free movement of people across borders, but even he said, “open borders will never work in a welfare nation.” Illegal immigration is a threat to our national security and economy and puts undo strain on our education, health care and legal systems. No benefits should be extended to those who break our laws and come into our country illegally. As Congressman, Carl will work to secure the borders and dismantle our welfare nation.
TRADITIONAL MARRIAGE
Carl has supported states defining marriage between a man and woman. He knows the importance of the traditional family structure and the impact it has on our nation as a whole. He will vehemently oppose legislation legalizing gay marriage or civil unions.
PRO-LIFE
Life is a God-given right protected by the Constitution, and it is the responsibility of the federal government to defend both the born and unborn. Carl has championed legislation imposing tough restrictions on abortion clinics to protect the rights of the unborn. He passed legislation that removed a loop-hole that held women harmless if they intentionally kill their unborn child outside of a lawful abortion, increased inspections on abortion clinics, and passed laws requiring doctors to both inform mothers of a baby’s ability to feel pain and to perform ultrasounds before such procedures can take place.
2ND AMENDMENT
Carl is a staunch defender and promoter of our 2nd Amendment. He believes it protects an individual’s right to bear arms. As a member of law enforcement, he has seen personally the importance of being able to defend yourself and your property as well as the reduction in crime that accompanies citizens exercising their right to bear arms. As a member of the Patrick Henry Caucus, he has passed legislation to end all federal regulation of firearms that are made within our own state. Carl boasts an “A+” rating from the NRA as a legislator and is endorsed by Gun Owners of America in his run for U.S. Congress. Property ownership is a basic tenet of liberty, and Carl is committed to defending the right to own and defend one’s own property.
