Accomplishments

The Patrick Henry Caucus is a nationwide coalition of legislators and grassroots activists who are committed to restoring the proper balance of power between states and the federal government by protecting the rights which belong to the states and to the people.

  • Passed the law which granted 26 states standing in the lawsuit over Obamacare

In 2010, Carl passed a law in Utah that prohibits a state agency or department from implementing federal health care reform and prohibits the government from requiring individuals to purchase health insurance.

Carl was the first legislator in the nation to pass a state constitutional amendment protecting a worker's right to vote by secret ballot as a direct response to Obama’s “card-check” legislation. 

  • Chairman of the Utah Family Action Council, the largest family values based coalition in Utah

Carl is the chairman of this council which is the largest family values based coalition in Utah.  This coalition of conservative citizens, activists, and legislators work to defend traditional family values in the State of Utah.

  • Passed the Unborn Child Pain Prevention Act which requires that a doctor performing an abortion must notify the mother of the child's ability to feel pain and offer an anesthetic for the child

  • Passed the Sudden Cardiac Survival Act which repealed several pieces of onerous regulation regarding Automatic Defibrillators and also extended civil immunity for good Samaritan act

  • Passed Jessica’s law, the toughest child predator law in the state’s history

When Carl served as a sex-crimes detective, he recognized the overwhelming number of child sex crimes that were committed by repeat offenders.  His first year in the legislature, Carl passed Jessica’s law which established a minimum sentence of 25 years to life in prison for first time child-sex offenders.

Carl is a fierce defender of a citizen’s Second Amendment right to bear arms.  He co-sponsored legislation which expanded an individual’s right to self-defense by allowing one to lawfully possess a firearm in a vehicle.

Carl removed a loop hole that gang members were able to exploit if they shot someone during a drive-by shooting.

  • Passed the Katrina Law which made it illegal for government officials to confiscate lawfully possessed firearms during an emergency or disaster
  • Passed legislation requiring prisoners, not taxpayers, to pay for their own college and post secondary education and increased the amount that prisoners must pay toward their own health care, thus lessening the burden on taxpayers

He is currently working to pass legislation that would require a supermajority in the House and Senate of two-thirds vote in order to raise taxes.
